You can make a sleep mask from a cool, damp face towel and put it over your eyes for relief.
The main question is: do you have an allergy to something?
massage around the area to get the blood flowing(it looks like that because the blood isnt flowing, you know like a bruise) and you can cut a grape in half at put one half under each eye(something in the juices of the grapes is suppose to be really good for your skin)
If you’re willing to take the time, I HIGHLY recommend the following tips: IF YOU WEAR MAKEUP & IS ONLY A ‘COVER-UP’.
1)even a little, try using a SHIMMERY eyeshadow right under your lower lash line. The shimmery-ness of the eyeshadow contains its very one speckles of highlights that bring out your eyes more, then exaggerating on your dark circles AND drown out the darkness underneath.
->Starting from the corner of the inside of the eye to the outer-edge just beyond your lower lash line going outward. COVER ABOUT A GOOD 3/4 INCHES OF AREA UNDER YOUR EYE. This much coverage of the eyeshadow will provide “blurriness” in the dark circles and show some sparkles to remove the dramatic, awful look of them, which will take the focus off of that area all-together.
2)make-up lines provide a yellow “base” for such as those ‘problem areas’. Most come in a small, clear tube and can range from $6-$12, but it is totally worth it, especially since a little does go a long way. The yellow shade itself drowns out any dark circles, patches and bitchiness. OFF NOTE: There is a green one (mint color) that is available for red, irritated areas, like rosacea and red irritated pimples.
*TIP: to get the most of covering them up ONLY, maybe for when going out, use the yellow coverage base FIRST, to ultimately COVER the dark shade. THEN, use the shimmery eyeshadow to accentuate your eyes all around. However, using them separately would be ok as well.

By the way, try using a cleanser & moisturizer that specialize in evening out the complexion of your skin. AVEENO POSITIVELY RADIANT CLEANSER AND MOISTURIZER which is what I use
